Why do some men confuse you by their actions?

I have a friend that constantly tells me about this guy she likes. They work at a hospital together. Seems they've been dancing around each other 4 maybe 7- 8 mos. now. According to her, his actions show that he's into her, but he's never asked her out, and she's shy & old-fashioned, so she's waiting 4 him to initiate. However, he hasn't so much as asked 2 hang out (platonic). She has some insecurities about her weight /race/height is the issue, yet she is highly convinced that they may be together, but yet no concrete evidence of this occuring thus far. I convinced her to try to" bite the bullet" &just tell him how she feels or ask him to a plutonic dinner, but she flaked out at the last minute because she felt when they were talking that he was gonna "brush her off". She says the way he touches her, in her personal space, gets jealous if she spends time w/ others besides him at work, and he's always concerned w/ her feelings. Does he like her?? What are concrete signs that he does?
