HR black list, is it possible that such a thing is in place?

I have got a friend that notwithstanding the fact that he has an outstanding CV he does not get almost interviews and the few he gets are low level jobs. He is jobless since 2 years and no way to find a job, he is so depressed that he says that he is not even performing well during the paltry phone interviews he seldom gets. May be possible that his name randomly ended up in some HR black list thing, if it ever such a thing exists?
