Can you get a criminal record if you never went to court?

Like say a cop gives you a citation or whatever for like shoplifting. what if the court says not to come? like a pardon or whatever? don't you have to get a conviction or plead guilty for something to go on your record? I'm really confused about the process. And also, what if you didnt even get arrested?
